Ms. Jane B. Kiggins is a member of the Senior Executive Service currently serving as the Director of Financial Operations/Comptroller at the United States Coast Guard (USCG) Headquarters, Washington DC. Ms. Kiggins is responsible for USCG’s financial management and accounting support for all Coast Guard programs; her primary responsibility is to implement accounting, financial policies, procedures, financial systems, and provide executive leadership for Coast Guard’s internal control program.
Prior to her present assignment, Ms. Kiggins served as the Director of Accounting at SPAWAR headquarters in San Diego, CA. She also served as the Financial Operations Officer for a dual hatted organization; OPNAV N10, Resource Management, Chief of Naval Personnel is an Echelon 1 Command and BUPERS which is an Echelon 2 Command. She was responsible for Accounting, Financial Systems, Financial Policy and Financial Improvement and Audit Readiness (FIAR) Divisions of over $30 billion dollar resource allocation for Military Personnel Navy (MPN) and general funds (OMN, OMNR, OPN, and RDT&E).
Ms. Kiggins graduated from Far Eastern University, Manila, Philippines with a Bachelor’s Degree in Accounting in 1982. She completed coursework for her Master’s Degree at De La Salle University in 1986, and completed her Master’s in Business Administration and Management with Boston University in January 2010.
As an early aspiring professional, at age 18, Ms. Kiggins passed the licensure examination for Certified Public Accountants, but had to wait three years to reach the legal age to become a licensed CPA. She was one of the US Navy’s first Certified Defense Financial Managers (CDFM).
Ms. Kiggins started her 32 years career in Government service at the Naval Station Subic Bay, Philippines. Her assignments have spanned a wide breadth of Navy’s business enterprises from Navy infrastructure, to repair functions supporting the operating fleet, to training supporting units preparing to deploy, advising international partners, and leading the Military Pay (MILPAY) Audit Readiness culminating in an Unqualified Opinion for the Navy’s MILPAY business segment in 2014.
Ms. Kiggins has served in many Navy activities, both CONUS and OCONUS, under the Comptroller Department. She was the Fiscal Operations Officer for Commander Navy Installations Command (CNIC), Washington, D.C. from March 2005 to November 2007. Some of Ms. Kiggins other assignments have included:

- Supervisory Operating Accountant, MWR Subic Bay, Philippines
Ms. Kiggins is a member of the American Society of Military Comptrollers and an alumni of the Federal Executive Institute in Charlottesville, VA. Her award includes the Meritorious Civilian Award in 2019, Meritorious Civilian Group Award in 2006, and Lifetime Achievement Award in 2018, and was the recipient of an Individual Achievement Award in Accounting for Echelon 2 and above from the Assistant Secretary of the Navy (Financial Management and Comptroller) in 2010.
