Mr. Richard Tschampel is the Assistant Judge Advocate General for Acquisition and Litigation (CG-094A) serving as the principal counsel to the Assistant Commandant for Acquisition, Program Executive Officer (PEO), Head of Contracting Activity, and Vice Commandant as the Component Acquisition Executive. Mr. Tschampel oversees all acquisition legal services at the USCG Headquarters including acquisition of the Offshore Patrol Cutter, Polar Security Cutter, Waterways Commerce Cutter and National Security Cutter programs and leads the Acquisition Community of Practice that includes all Coast Guard procurement attorneys. In addition, Mr. Tschampel oversees the USCG Office of Claims and Litigation.
Prior to joining the Coast Guard, Mr. Tschampel spent 26 years as an acquisition attorney in Department of Navy Office of General Counsel. From 2019 – 2021, he worked at the Pentagon as Deputy Counsel to the Assistant General Counsel, Research, Development and Acquisition where he advised the Assistant Secretary of the Navy and staff on all legal matters related to the development, production and sustainment of Navy acquisition programs. He previously served at the Naval Warfare Systems Command as Counsel for PEO Enterprise Information Systems and at the Naval Air Systems Command serving 15 years as Counsel for the F-35 Joint Strike Fighter Program, the largest acquisition program in the Department of Defense. Mr. Tschampel has received the Navy Superior Civilian Service Award, two Navy Meritorious Civilian Service Awards, and the Defense Exceptional Civilian Service Award.
Prior to the Navy, Mr. Tschampel’s experience includes private practice at a law firm and serving as an Honors Law Clerk at the Armed Service Board of Contract Appeals.
Mr. Tschampel received his Juris Doctor from the George Washington University National Law Center and is a graduate of the University of Michigan. Mr. Tschampel joined the Senior Executive Service in May 2021.
