James R. Hobbs was appointed on May 8, 1878 and was dismissed from the service on December 24, 1891.
Samuel J. Payne was appointed on January 8, 1892 and resigned on January 1, 1902.
Avery B. L. Tillett was appointed on January 14, 1902 and was still serving in 1915
