Rear Admiral Timothy W. Josiah is the U.S. Coast Guard Director of Resources. He is responsible for the Coast Guard's budge, long range planning and policy development processes. He manages execution of the Coast Guard's Operating Expense, and Acquisition, Construction and Improvement appropriations, and directs the program performance evaluation process.
Prior to his current assignment, he served at Coast Guard Headquarters as Chief of the Congressional and Governmental Affairs Staff from 1991 to 1994. From November 1994 to June 1995, he was the Deputy Chief of Staff of the Coast Guard. Rear Admiral Josiah was selected fro flag rank in 1993.
A native of Long Island, New York, he graduated from the U.S. Coast Guard Academy with a Bachelor of Science degree in 1969. From 1975 to 1976, he participated in the Coast Guard's Industry Training Program, working at several shipyards under the auspices of the Shipbuilders Council of America. In 1980, he graduated with honor from the University of Maryland School of Law, receiving the Order of the COIF. In 1990, he graduated from the U.S. State Department Foreign Service Institute "Senior Seminar".
Early tours of duty included serving as Assistant Engineer Officer on the High Endurance Cutters Chincoteague and Androscoggin and assignment as a Marine Hull and Engineering Inspector at USCG Marine Safety Offices in Seattle and Baltimore. At MSO Baltimore, he also served as Chief of the Inspection and Investigation Departments. From 1981-1985, he was Chief of the Environmental Coordination Branch at Coast Guard Headquarters, where he was responsible for the initial implementation of much of the MARPOL 73/78 Treaty, including U.S. acceptance of Annex II (marine pollution from bulk shipment of chemicals), Annex III (marine pollution from packaged harmful substances), and Annex V (marine pollution from ship disposal of garbage). From 1985 to 1989, he commanded the Coast Guard Marine Safety Office in St. Louis, Missouri.
Rear Admiral Josiah's awards include the Legion of Merit, the Meritorious Service Medal, two CG Commendation Medals, and two CG Letter of Commendation Ribbons. Rear Admiral Josiah is a member of the Society of Naval Architects and Marine Engineers, and a member of the Bar of the District of Columbia Court of Appeals.
Admiral Josiah is married to Marlene Rogers, M.D., of Baltimore, Maryland.
