Rear Admiral James Heinz served as the Director of Operational Logistics (DOL), responsible for the delivery of mission support logistics for Coast Guard operations during steady state and contingency response and for planned events of national significance. He ensured common business processes were used by Logistics and Service Centers during the delivery of regional services provided by DOL’s 15 Base Commands. Previous to this assignment, Rear Admiral Heinz served as Director of Reserve and Military Personnel, responsible for the development and oversight of military personnel policy programs to recruit, manage, shape and support approximately 7,500 Coast Guard Reserve component and more than 40,000 Active Duty members.
Rear Admiral Heinz's Commanding Officer assignments include: Shore Infrastructure Logistics Center Norfolk, Virginia where he was responsible for all planning, design, construction, contracting, environmental, real property, and base facility management and operations necessary to support the Coast Guard’s $15 billion shore plant; Coast Guard’s Facilities Design and Construction Center Norfolk, Virginia; USCG Civil Engineering Unit Oakland, California.
His staff assignments include Chief, Facilities Engineering Division at USCG Training Center Yorktown, Virginia; Executive Officer of the USCG Civil Engineering Unit Miami, Florida; Chief Facilities and Industrial Engineering Division, USCG Integrated Support Command San Pedro, California; Project Management and Design Team Leader at the Facilities Design and Construction Center Pacific, Seattle, Washington; the Program Execution and Management Branch of the Civil Engineering Division at Coast Guard Headquarters, Washington, DC; and Student Engineer and Damage Control Assistant onboard Coast Guard Cutter DILIGENCE, Cape Canaveral, Florida.
Rear Admiral Heinz holds a Bachelor of Science degree in Civil Engineering from the U.S. Coast Guard Academy, a Master of Science degree in Civil Engineering from the University of Illinois and is a registered Professional Engineer in the State of Washington.
His personal awards include the Legion of Merit, three Meritorious Service Medals, three Coast Guard Commendation Medals, the Coast Guard Achievement Medal, and two Commandant's Letters of Commendation.
Rear Admiral Heinz retired on 1 July 2019.
