On 4 Aug 1790, Congress passed the Appropriations Act authorizing construction of "a system of cutters." Proposed by first Treasury Secretary Alexander Hamilton, these ships aimed to enforce customs law to fill the coffers of our new Nation. These "cutters" were the genesis of the US Coast Guard.
