A Coast Guard RHIB off Manhattan on the morning of 11 September 2001 (NOTE -- not a USCG photograph). Photo was taken by Chan Irwin, the owner of Irwin Marine in Red Bank, New Jersey. He had taken a fast boat out into the harbor on 9/11/2001 but got turned back before the radio call request for aid was sent out.
